The US House of Representatives has approved a bill on sanctions against Russia as an aggressor state, aimed at increasing economic pressure over the continuation of the full-scale invasion of Ukraine. The document will be sent for signature to US President Donald Trump, who, according to a White House official, intends to sign it. CNBC Top News reports.
Tariffs for energy buyers
The bill is titled the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026. It grants Trump the authority to impose tariffs of up to 100% on countries that are among the five largest buyers of Russian oil or gas, including China and India.
The document also provides for sanctions against Russian leaders, officials and financial institutions, as well as expanded restrictions on Iran. According to CNBC, revenue from oil sales is important for financing Russia's war effort.

Senate vote and criticism
The US Senate supported the bill in August: 86 senators voted in favor and 11 voted against. The initiative was introduced more than a year ago by the late Republican senator from South Carolina, Lindsey Graham.
At the same time, House Democrats Gregory Meeks, Don Beyer and Richard Neal opposed the document. They stated that the bill significantly expands the president's tariff powers but does not require sanctions against Russia to be imposed. In their view, this could raise prices for Americans and weaken support for Ukraine in the long term.
