Ghana proposes separate registration for commercial motorcycles — MyJoyOnline

Ghana is proposing to introduce a separate registration system and number plates for motorcycles used for commercial passenger transport. The initiative is intended to distinguish such riders, known as okada riders, from private motorcycle owners and make it easier to identify vehicles providing paid passenger services.

Registration through organizations

Abraham Amaliba, Director-General of the National Road Safety Authority, said that under the proposed rules, riders will not be able to register as independent commercial operators. To obtain registration and a licence, they will have to belong to a recognized union or company.

As MyJoyOnline reports, information on a rider's membership in such an organization will be submitted to the Driver and Vehicle Licensing Authority. According to Amaliba, a motorcycle may be registered for commercial operation only after confirmation that the rider belongs to a recognized organization.

The official also stressed that a privately registered motorcycle will not be permitted to be used for okada services. Commercial riders must operate through recognized unions or companies, which will provide their details for registration.

Number plates and training

Under the proposed system, different number plates could help enforcement authorities distinguish commercial motorcycles from private ones on the roads and identify vehicles authorized for passenger transport.

The regulatory system also provides for motorcyclists to receive training at a special school before they are permitted to operate a motorcycle. The training is planned to cover both commercial okada riders and private motorcycle users so that they have the necessary knowledge and skills for using the roads.
