Case Regarding Navrotsky's Apartments Dismissed in Poland
The Gdańsk Prosecutor’s Office has concluded its investigation into the use of apartments at the Museum of the Second World War, in which Poland’s current president, Karol Nawrocki, was implicated. The case has been officially closed.
The investigation focused on the circumstances surrounding the use of official apartments during Nawrocki’s tenure at the museum. After reviewing the case, the prosecutor’s office found no grounds for further investigation.
Investigators examined, in particular, whether the then-director, Karol Nawrocki, had exceeded his authority by allowing the use of the apartments free of charge.
The proceedings were initiated in February 2025 and covered the period from October 18, 2017, to June 2024. The case concerns the actions of the institution’s directors. The proceedings were initiated following reports that Karol Navrotsky, while serving as the museum’s director, had used a “luxury” apartment in a hotel complex owned by the institution for more than half a year, even though he lived approximately 5 km away from it. He also allegedly did not pay for this accommodation.
On Wednesday, the Gdańsk Prosecutor’s Office announced that the investigation was closed after it was determined that the actions did not constitute a criminal offense.
The prosecutor’s office noted, in particular, that “for the purposes of a criminal law assessment, it is also significant that with regard to the reservations of rooms and suites (most often Suite No. 78 de luxe), assigned to the director, it was not established beyond any doubt that Karol Nawrocki actually resided there—that is, rented them in the generally accepted sense of the word.”
The prosecutor’s office also noted that it had not been established beyond any doubt that Karol Navrotsky was aware of the entries made by reception staff in the system marked “Mr. Director.”
It recalled that 41 witnesses were questioned during the investigation, including 37 people who had worked or currently work on the museum grounds, and several witnesses were questioned more than once. In addition, documentation was seized.
