Authorities in the Belgorod Region of the Russian Federation have suspended compensation payments to residents whose vehicles and property were damaged by shelling, citing a lack of funds. 

This became known from an official response by the region’s deputy governor, Olga Medvedeva, published by the media outlets “NeMoscow” and “Pepel.” Officials cite a lack of funds in the relevant extrabudgetary fund as the reason for the refusal to make payments.

According to the published documents, the “Fund for Social Welfare and Public Support” has completely exhausted the resources allocated for compensating losses from destroyed vehicles. Previously, residents of the region had repeatedly complained about the artificial delay of the process and demands to provide photographic evidence via messaging apps blocked in Russia using a VPN.

The financial crisis in the Russian border region is deepening amid a significant budget deficit, projected at 17.4 billion rubles in 2026. Due to Russia’s ongoing aggression against Ukraine, spending on military needs and security is taking precedence over social obligations to its own population. At present, the timeline for resuming payments remains unknown, which is exacerbating social tensions in Belgorod and surrounding areas.

In the Russian city of Belgorod, a critical energy infrastructure facility—the “Yuzhnaya” electrical substation—was struck.

In three border districts of Russia’s Belgorod Oblast—Shebekinsky, Borisovsky, and Graivoronsky—installation of anti-drone corridors has begun.
