Some shopping centers in Kyiv are changing their operating rules during air raid alerts
Since September 10, some of Kyiv’s shopping and entertainment centers have continued to operate during the “yellow” air threat level, which indicates a threat from attack drones.
According to a decision by the Kyiv Defense Council adopted on September 7, these establishments are permitted to operate during drone alerts provided they comply with safety requirements; however, shopping center administrations and individual tenants may independently determine their operating schedules in accordance with their own internal protocols.
During a “yellow” threat level, the DREAM, Retroville, River Mall, and Victoria Gardens shopping centers, among others, remain open, although individual stores or restaurants within them may temporarily suspend service to visitors. At the same time, TSUM and Ocean Plaza maintain their previous procedures and close whenever an air raid alert is declared. If the alert system is raised to the “red” level—which is declared in the event of a massive drone or missile attack—retail establishments will cease operations.
The introduction of these new rules comes in the wake of the tragedy on August 21 in Kryvyi Rih, where 16 people were killed and 130 were injured as a result of a Russian drone strike on the “Sunny Gallery” shopping center. According to the Ukrainian Council of Shopping Centers, since the beginning of 2026, Russian attacks have destroyed three and damaged nine shopping centers in Ukraine, with direct losses to the industry totaling over 3.2 billion hryvnias.

The municipal enterprise “Farmatsiya” has changed the operating procedures for its pharmacies depending on the level of security threat. The decision was made in accordance with a resolution of the Cabinet of Ministers of Ukraine and a decision by the Kyiv City Defense Council to protect the lives and health of citizens.
Traffic on the Podil and Pivdenny Bridges in Kyiv will be rerouted during alerts.
