Kyiv will spend nearly 280 million hryvnia on the restoration of the Central Civil Registry Office
The Kyiv City State Administration has commissioned the restoration of the Wedding Palace for 279.58 million hryvnias following the results of a tender held on September 24. The procurement was published on the “Prozorro” platform; the scope of work includes new stained-glass windows.
The winner of the bid was the limited liability company “Restoration, Architecture, and Reconstruction Construction Association ‘Ukraine-Restoration.’” The firm was awarded the contract without competition, as no other bidders submitted proposals for the open tender.
What the work entails and the timeline
According to the tender, by July 31, 2028, the restoration and adaptation for modern use of the newly discovered neo-modernist cultural heritage site—the “Palace of Weddings (Palace of Ceremonial Events)” located at 11 Beresteisky Avenue. This involves demolition and general construction work, restoration of the facade, installation of a stylobate, elevators, glass partitions and stained-glass windows, ventilation, air conditioning, heating, storm drainage, a heating substation, a fire water supply system, multimedia systems, communication, security, and fire protection systems, electrical engineering solutions, landscaping, and planting.
The restoration will be financed from the Kyiv city budget in phases:
2026 — 48.90 million UAH;
2027 — 147.00 million UAH;
2028 — 83.68 million UAH.
Payment for the work will be made within one month of completion. The contract price is dynamic and includes 6.23 million UAH to cover inflation risks.
In the bill of materials, 31.67 million UAH is allocated for glass partitions and stained-glass windows. Specifically, translucent structures made of painted Schuco aluminum profiles, double-pane windows, sandwich panels, and columns were priced at 27,252 UAH/sq. m; a glass shaft made of fire-resistant glass — at 34,500 UAH per square meter, solid aluminum glass partitions — at 14,217 UAH per square meter, and those with doors — at 25,000 UAH per square meter. These prices cannot be compared to market prices, since the description for each of these items states “Materials, design, and installation.”
The prices of major building materials that we were able to identify and find on the market are in line with market rates or even lower. For example, Sonaspray Standart acoustic plaster costs 1,814 UAH/sq. m, and the company “Panacoustic” offers the standard Sonaspray K13 spray coating for 1,800 UAH/sq. m as well.
Hot-rolled rebar with a ribbed profile, class A500C, in various diameters ranging from 10 to 25 mm, is priced at 34,100–34,460 UAH/metric ton. The Iron World store is currently selling it for 43,200 UAH/metric ton. “Metinvest-SMT” has already raised its prices to 48,500 UAH.
C25/30 concrete costs 4,059 UAH/cubic meter. At “Kovalska,” B30 concrete starts at 5,496 UAH/cubic meter.
Remmers AGE primer is included at 1,627 UAH/liter. At “Kolir Bud,” it costs 1,658 UAH/liter.
Remmers Funcosil FC water repellent is listed at 1,345 UAH/liter, while at the official Remmers store it sells for 1,476 UAH/liter. The Faber PROTW LUX LO protective coating for stone floors was listed at 2,899 UAH/liter, while the “Everything for Stone” store offers it at 3,534 UAH/liter.
Prices for some materials could not be found in open sources, including Parmephon acoustic panels, granite, marble, certain Remmers products, elevators, air conditioners, and so on.
The average monthly salary per full-time worker for construction, installation, and repair work is 26,515 UAH. The average salary for construction industry job postings on the Work.ua portal in Kyiv is twice as high—50,000 UAH.
To participate in the tender, the company had to confirm that it had a similar contract for 2025–2026 worth at least 10% of the bid amount, as well as a staff of specialists (a project manager, a chief engineer, and at least 10 construction workers), and a certified design engineer specializing in cost estimates. Furthermore, the engineer must hold a valid qualification certificate from the Architectural and Construction Certification Commission in the relevant field of “Engineering and Construction Design Regarding Cost Estimation Documentation” and a certificate of professional development in this field.
During an audit, the State Audit Service of Ukraine (SASU) identified violations regarding the verification of cable locations. Following this, the client disclosed the necessary information, and the authorized representative was sent for training.
The Department (Center) for the Provision of Administrative Services of the Kyiv City State Administration is headed by Nataliia Shamrai.
The Boryspil-based LLC “Restoration, Architectural, and Reconstruction Construction Association ‘Ukraine-Restoration’” was established in 2023. Its founder and director is Kyiv resident Vasyl Haidei. He also heads the Kyiv-based PJSC “Special Scientific, Restoration, Design, Construction, and Production Joint-Stock Company ‘Ukraine-Restoration’” owned by Oleksandr Lonskyi.
The winner secured its first government contract in February 2026. This contract, from the National Museum “Chernobyl,” was for the major renovation and restoration of the building, including adaptations to meet the needs of people with limited mobility, at a cost of 47.13 million hryvnias. Shortly after the completion of this restoration, on the night of May 23–24, 2026, a Russian missile strike destroyed the museum building. In September 2026, the same firm won a contract to install a temporary protective tarpaulin covering for the building’s roof for 3.03 million hryvnias.

As a reminder, Kyivpastrans plans to purchase mobile shelters, but not anytime soon.
Earlier, Klitschko complained that it is impossible to officially use mobile shelters in the capital because no state building codes (DBN) have been developed for them.
