The Kyiv City State Administration explained the structure of the new fare for public transportation in the capital following the increase

The Kyiv City State Administration stated that the new fare for public transportation in the capital takes into account rising costs for energy, fuel, vehicle maintenance, and employee wages.

The Kyiv City State Administration noted that the fare of 30 UAH is calculated based on the actual costs of the enterprises for 2025. According to their data, labor costs in the capital’s metro system increased by 61.7%, and electricity costs by 66.9%. The municipal enterprise “Kyivpastrans” also recorded a significant increase in expenses: for fuel and lubricants—by 74.8%, and for the repair and maintenance of infrastructure and rolling stock—by 63.3%.

The administration added that, against the backdrop of rising costs, public transit ridership has decreased by an average of 42% compared to 2018.

At the same time, petitions calling for a freeze on fare increases until the end of martial law have already been registered on the Kyiv City Council website and have garnered the necessary number of votes for consideration.

The Kyiv City State Administration previously reported that the new fare system provides for differentiated trip costs depending on the number of trips purchased on a transit card: from 30 UAH for 1–9 trips to 25 UAH for 50 trips, as well as monthly passes, where the average cost of a single trip will be approximately 23.3–23.6 UAH. Separately, there are plans to introduce a transfer ticket for 60 UAH, which will allow for unlimited transfers within 90 minutes.

Discounts are provided for students and schoolchildren: students will pay 50% of the cost of a monthly pass, while schoolchildren will ride for free during the school year and with a 75% discount in the summer.

Fares in Kyiv have not been adjusted since 2018. Previously, city authorities had repeatedly stated their intention to keep fares unchanged, particularly until the end of the heating season and even until the end of martial law; however, the current decision calls for a revision of the fare policy due to rising operational costs.

The announced increase in public transportation fares in the capital to 30 UAH will lead to a significant increase in the financial burden on Kyiv residents’ budgets during the war. 

A petition calling for no increase in public transportation fares in Kyiv gathered the required number of signatures for consideration by city authorities in less than a day as of May 19. The initiative emerged amid discussions about a possible revision of fares in the capital and sparked a strong reaction among city residents.

Earlier, a petition against raising public transit fares was registered in Kyiv.

In Lviv, public transit fares were raised on May 16, and now prices depend on the payment method and can reach 30 hryvnias per trip. Authorities attribute the fare increase to rising costs for fuel and vehicle maintenance.
