The government has issued recommendations to Kyiv regarding subway operations during emergencies

The Cabinet of Ministers of Ukraine has adopted a series of decisions to adapt government operations, business activities, and infrastructure to the new tactics of Russian air attacks. In particular, the government recommends ensuring the full operation of the Kyiv metro during a yellow alert and, if necessary, increasing the number of ground-based public transportation options so that citizens can reach their workplaces, medical facilities, and metro stations. 

Prime Minister Koretsky announced this, noting that the main goal of the changes is to protect the population and maintain economic stability.

According to the decisions adopted, Ukraine is introducing a classification of air raid alerts: a yellow alert will be declared during a drone attack, and a red alert in the event of an increased threat of a missile or combined strike. During a yellow alert, businesses are permitted to continue operations provided they ensure that staff and visitors have access to shelters, which must be set up within three months. A red alert requires a complete halt to all activities and mandates that citizens take shelter. Additionally, the government has recommended that local authorities adjust the curfew hours to 1:00 a.m. to 5:00 a.m., simplify the movement of transit freight and passengers at train stations, and expedite the installation of additional mobile shelters in communities.

On Thursday, September 3, large crowds gathered at Kyiv metro stations during a prolonged air raid alert. In particular, a significant concentration of passengers was observed at the “Arsenalska” station.

In Kyiv, there is a proposal to allow metro trains to operate during air raid alerts on certain sections of the line to reduce the strain on surface transportation and cut travel time for thousands of passengers.
