Zelenskyy Appoints New Head of the Kyiv Regional State Administration
Ukrainian President Volodymyr Zelenskyy has appointed Timur Tkachenko as head of the Kyiv Regional State Administration. The head of state signed the corresponding decree on July 30. In this position, Tkachenko succeeded Mykola Kalashnyk, who has moved to work in the government.
Ukrainian President Volodymyr Zelenskyy has appointed Timur Tkachenko as head of the Kyiv Regional State Administration. The head of state signed the corresponding decree No. 676/2026 on July 30. Timur Tkachenko is well known for his work in the capital. Since December 2024, he has headed the Kyiv City Military Administration, where he succeeded Colonel General Serhiy Popko.
Prior to that, Tkachenko served as first deputy director of the Department of Urban Development at the Kyiv City State Administration and was also Deputy Minister of Community and Territorial Development of Ukraine.

While heading the Kyiv City Military Administration, a public conflict arose between Timur Tkachenko and Kyiv Mayor Vitali Klitschko. The parties repeatedly argued over the division of powers between the Kyiv City Military Administration and the Kyiv City State Administration, and their discussions frequently spilled into the public sphere.
On July 16, 2026, Volodymyr Zelenskyy dismissed Timur Tkachenko from his position as head of the KMVA in accordance with Article 4 of the Law of Ukraine “On the Legal Regime of Martial Law.” This decision was made on the same day that the Verkhovna Rada approved the new composition of the Cabinet of Ministers, headed by Serhiy Koretskyi.
Tkachenko succeeded Mykola Kalashnyk as head of the Kyiv Regional State Administration. Kalashnyk had led the region since March 2025 and later moved to the Cabinet of Ministers, where he assumed the position of Minister of Recovery, Infrastructure, and Transport.
Following Kalashnik’s move to the government, Ruslan Oliinyk, the first deputy head of the administration, temporarily served as acting head of the Kyiv Regional State Administration.
The appointment of Timur Tkachenko officially completed the leadership transition at the Kyiv Regional State Administration. From now on, he will be responsible for the work of the regional government and for coordinating key areas of the region’s development under martial law. The head of state signed the corresponding document, No. 676/2026, on July 30.
