ARMA Rejected the Winning Bidder for the Management of "Morshynska"

ARMA refused to enter into a contract with the company “Ukrkapital,” which won the auction to manage the seized assets of IDS Ukraine—the producer of “Morshynska,” “Mirgorodska,” and “Alaska.”

The agency’s commission concluded that the fee proposed by the company—0.01% of net profit—is abnormally low. “Ukrkapital” did not provide sufficient financial justification for this rate and did not substantiate it with precise calculations.

At the same time, the company itself estimated the costs of concluding and executing the contract at approximately 10 million UAH. At the proposed rate, the manager’s fee would amount to only 109,900 UAH per year, which raised additional questions for the commission.

The bidding for the management of IDS Ukraine’s assets took place on September 7. Five companies participated. “Ukrcapital” won thanks to the lowest rate, while the initial proposed fee was 40% of net profit.

ARMA will now move on to the next proposal. The second-lowest rate—0.9% of net profit—was offered by the “Prioritas” Law Firm. If the agency also deems it abnormally low, the company will have to justify its calculations.

IDS Ukraine is the largest producer of bottled water in Ukraine. The group unites the brands “Morshynska,” “Myrhorodska,” “Alaska,” and “Aqua Life” and, by its own estimate, controls over 40% of the Ukrainian market. In 2025, its consolidated revenue amounted to 7.4 billion hryvnias.

ARMA explains that transferring seized assets into its management is necessary to ensure they do not lose their value and can operate in the state’s best interests. In the case of “Mozart,” the goal is to maintain the operation of the existing hotel and restaurant complex and generate revenue from its activities. This was reported by ARMA’s press service. 

ARMA has announced tenders to select managers for several seized assets. Among them is property belonging to Betonbud LLC, which, according to the agency, is linked to former People’s Deputy Viktor Medvedchuk. They are also seeking managers for seized railroad cars and flatcars.
