Estonia puts Eesti Post up for sale with a starting price of €52 million
In Estonia, the Ministry of Regional Affairs and Agriculture has announced a public written auction for the sale of 100% of the shares in the state-owned company Eesti Post, which operates under the Omniva brand. The starting price for the share package is €52 million, and applications will be accepted until November 27, ERR News reports.
The company and auction terms
Eesti Post is wholly owned by the Estonian state. Omniva serves customers in all three Baltic countries and has an international logistics network covering more than ten countries. The company's revenue in 2025 amounted to €155 million.
The sale of the shares is based on a government decision dated April 6. The government approved the proposal by the Minister of Regional Affairs and Agriculture to sell Eesti Post shares at a public auction.
The auction is being conducted by advisers to the Ministry of Regional Affairs and Agriculture: OÜ Superia, Redgate Capital AS and Ellex Raidla Advokaadibüroo OÜ.

Postal service regulation
Minister of Regional Affairs and Agriculture Hendrik Johannes Terras stated that the divestment of the shares is intended to reduce the state's business and investment risks. According to him, it should also create better conditions for the company to attract investment, improve service quality and competitiveness.
Terras noted that after the change of ownership, the state will primarily perform a regulatory role in the postal sector. Requirements for the universal postal service and the obligations of its provider are defined by the Postal Act, while compliance is monitored by the competition authority.
The universal postal service provider must deliver letters and periodicals to homes five days a week and ensure at least one post office in every county. In 2025, the universal postal service accounted for 5% of Eesti Post's revenue; in recent years, the company has shifted from traditional postal services to international logistics.
