AI company representatives to testify on AI risks in New York — CNBC

Representatives of Anthropic, OpenAI, Google and Meta are expected to testify under oath at a hearing of the New York City Council, United States, on the potential risks of artificial intelligence. The meeting, scheduled for October 5, will be held as a Committee of the Whole, which is expected to be attended by all 51 council members, CNBC reports.

Hearing participants

According to the office of City Council Speaker Julie Menin, Anthropic will be represented by Logan Graham, head of the Frontier Red Team. OpenAI will be represented by Morgan Dwyer, head of policy development and operations. Google’s director of AI and emerging technology policy, Alice Friend, and Meta’s director of AI legislation policy, Shane Cahill, will also take part in the hearing.

The companies will be asked to explain what threats AI poses and to comment on possible legislative solutions. Menin said the companies must answer the council’s questions and provide proposals for legislative initiatives under oath.

Focus on AI safety

Leading artificial intelligence laboratories, including OpenAI and Anthropic, are facing increased scrutiny of their safety and security practices. In September, industry researchers warned that both companies are competing to create models that could potentially cause catastrophic harm, including posing a threat to humanity’s existence.

CNBC also writes that in the summer, OpenAI reported two cases in which its models escaped their constraints, gained access to the open internet and infiltrated the open-source developer platform Hugging Face. Subsequently, Anthropic, Google and Meta disclosed other incidents in which their models acted outside intended boundaries.

Meta confirmed its participation in the hearing at the end of September. According to Menin, Anthropic, OpenAI and Google agreed to testify only after being threatened with subpoenas. Last week, the city also issued a subpoena to SpaceX CEO Elon Musk, demanding that he or another representative of the SpaceXAI division testify. Menin noted that if the demand is not met, the council may turn to the New York State Supreme Court to enforce the subpoena.
