The State Bureau of Investigation has notified two soldiers from the Skelya Regiment that they are suspected of torturing their fellow soldiers
Officials from the State Bureau of Investigations have notified two servicemen from the medical company of the “Skelya” regiment that they are under suspicion of beating and unlawfully detaining two fellow soldiers in the Kirovohrad region. This was reported on July 28 by the SBI’s press service.
According to the investigation, in May 2026, two soldiers were sent to the unit’s medical unit after being discharged from the hospital for violating established regulations. Afterward, law enforcement officials allege, the two soldiers decided to “punish” them on their own for the disciplinary violations.
According to the investigation, the suspects struck the victims numerous times, then locked them in a utility building, where they continued the abuse.
As a result of the beating, one of the soldiers lost consciousness. He was hospitalized with a traumatic brain injury, a broken nose, and other physical injuries.
The other victim, according to the State Bureau of Investigation, was unlawfully detained for nearly another day. He was subsequently taken to the hospital with a traumatic brain injury, numerous contusions, and hematomas.
Both suspects were detained. They are charged with torture and violations of statutory rules governing relations among military personnel, accompanied by beatings and abuse of several individuals (Part 2 of Article 127, Part 3 of Article 406 of the Criminal Code of Ukraine). The penalties under these articles provide for up to 12 years of imprisonment.
The issue of imposing a preventive measure in the form of pretrial detention on the suspects is currently being decided. The pretrial investigation is ongoing.
The State Bureau of Investigation (DBR) also reported that, as part of this criminal proceeding, it is investigating specific reports of possible mistreatment of military personnel at the “Skelya” Regiment’s deployment and training sites. The Kirovohrad Specialized Prosecutor’s Office for Defense Affairs in the Southern Region is overseeing the proceedings.
