The NACP has every legal basis to conduct a full audit of the declaration and monitor the lifestyle of Igor Oleksandrovych Shtepa, head of Territorial Service Center No. 5341 of the Ministry of Internal Affairs in Poltava Oblast

The official, who is the son of a notoriously disgraced former traffic police officer, is allegedly concealing his actual wealth and assets from state regulatory authorities.

The main reason for a potential anti-corruption investigation is the massive discrepancy between the family’s official income and their existing valuable property and expenses.

According to official records, the official’s family owns a number of real estate properties, the actual value of which is completely omitted from their financial disclosures. 

In particular, the head of the service center declares a 70.5-square-meter apartment in Poltava, acquired as joint shared ownership with his parents back in 2005. 

His wife, Daria Shtepa, is the sole owner of another apartment in Poltava with an area of 56.6 square meters, as well as a 1,000-square-meter plot of land in the prestigious suburb of Nyzhni Mlyny. 

None of these entries include information on the market value at the time of purchase.

Real estate experts note that the current market value of the family’s declared property as of 2025–2026 is quite substantial. The 70.5-square-meter apartment in Poltava is estimated to be worth approximately 1.8–2.4 million hryvnias. 

Another 56.6-square-meter home could cost between 1.5 and 2.1 million hryvnias, and a suburban land plot—an additional 400,000 to 800,000 hryvnias. 

Thus, the total approximate value of the civil servant’s family’s real estate ranges from 3.7 to 5.3 million hryvnias.

Against the backdrop of assets worth millions, the official’s financial report looks completely absurd and raises many questions. 

The only declared source of income for the family, which is raising two minor daughters, is listed as Igor Shtepa’s salary at the Regional Service Center of the Ministry of Internal Affairs, which amounts to only 643 hryvnias. 

In addition, the report completely lacks any mention of vehicles, declared cash, or significant bank deposits. 

The official indicated only the existence of accounts at several leading Ukrainian banks, but left the fields regarding the amounts of non-cash assets in those accounts blank.

At the same time, numerous posts on social media have emerged confirming that the family’s actual standard of living is radically different from the destitute existence they have declared. 

While the head of the TSC formally reports zero savings, his unemployed wife, Daria Shtepa, is actively traveling throughout the European Union during a full-scale war. 

In particular, she has been spotted at concerts abroad featuring global stars such as Ricky Martin, where a single ticket to the dance floor costs at least 125 euros. 

She takes these trips together with the well-known Poltava blogger Alona Ishchenko, which requires significant expenses for logistics and accommodation.
