The Ministry of Defense promises to pay manufacturers all outstanding debts under the eBali program
The Ukrainian Ministry of Defense assures that all payments owed to manufacturers for military equipment delivered under the “eBaly” program will be made. The ministry attributed the payment delays to additional procedures related to the program’s planned refinancing with EU loans, as well as changes to the scoring system.
The Ministry of Defense emphasized that “eBaly” remains operational, and funding for the program is secured through the end of the year. The ministry is also working with the parliamentary committee on national security, defense, and intelligence to further implement the mechanism.
Since the program’s integration with Brave1 Market, the military has ordered more than 750,000 units of equipment and supplies totaling over 51.9 billion hryvnia. The value of products already delivered amounts to nearly 40 billion hryvnia.
More than 400 military units have taken advantage of the program. According to the Ministry of Defense, the average delivery time for goods from the warehouse is 7–10 days.
At the same time, Ukrainian manufacturers have previously reported significant delays in payments. According to Igor Fedirko, executive director of the Ukrainian Gunmakers’ Council, debts owed to individual companies ranged from 24 to 100 million hryvnias. The situation is particularly dire for small manufacturers, as the delays affect the payment of salaries, the procurement of components, and the ability to continue production.
The parliamentary committee, for its part, stated that the delays are not related to its actions. Committee officials noted that the Ministry of Defense had provided advance notice of the new procedure for allocating funds.

The Ministry of Defense of Ukraine has certified the domestic medium-range strike unmanned aerial system “Steppe Wind,” developed by Unwave in collaboration with Sky Composite Engineering. Completion of this procedure allows for the procurement of the system for the needs of the Ukrainian Armed Forces, subject to the existence of a corresponding government order.
Previously, the Ministry of Defense of Ukraine certified and authorized the use of “Nebokray” mobile workshops by the Armed Forces of Ukraine (AFU). The system is designed for the repair and maintenance of drones.
The Ministry of Defense has codified and authorized the use of the new “General Chereshnya” unmanned FPV aerial system within the Armed Forces of Ukraine.
