In the Kyiv and Chernihiv regions, military personnel from the Territorial Defense Command have been charged with violence
In the Kyiv and Chernihiv regions, military personnel from the Territorial Recruitment Centers (TRCs) and Special Forces (SF) were notified that they are suspects in criminal cases involving the unlawful use of force against civilians during mobilization activities.
In the Kyiv region, the head of one of the departments of the district Territorial Mobilization Center was also charged; according to the investigation, he was aware of the violence committed by his subordinate but failed to report it to law enforcement.
According to the preliminary investigation, in August–September 2025 in Bila Tserkva, a military servicemember who was part of the mobilization notification teams repeatedly used physical force against civilians.
In one instance, he kicked a man, even after the man had fallen to the ground. In another, he struck another citizen multiple times in the head with his fists.
The investigation established that the head of the TCC department received video recordings of these incidents via a messaging app but failed to report them to the pre-trial investigation authority.
He is charged under Part 4 of Article 426 of the Criminal Code of Ukraine—inaction by military authorities.
Meanwhile, the case involving a servicemember who, according to the investigation, used violence against civilians, is already pending in court.
Another incident occurred in June 2026 in Pryluky, Chernihiv Oblast.
While checking his documents, police officers determined that there were no legal grounds for the man’s mobilization and reported this to a representative of the Territorial Recruitment Center.
Despite this, according to the investigation, the military servicemember twisted the man’s arm and attempted to force him into a service vehicle.
As a result of the incident, the victim sustained moderate bodily injuries.
Under the procedural guidance of the Chernihiv Specialized Prosecutor’s Office for Defense Affairs in the Central Region, the serviceman’s actions were classified under Part 5 of Article 426-1 of the Criminal Code of Ukraine—abuse of official authority under martial law.
In accordance with Article 62 of the Constitution of Ukraine, a person is presumed innocent until proven guilty by a final and binding court conviction.
