In the Odesa region, the number of suspects in the case involving violence at the TCC has risen to 13
With the assistance of the Military Law Enforcement Service of the Armed Forces of Ukraine, SBI investigators have identified four more employees of one of the TCCs in the Odesa region whom the investigation links to the unlawful detention and violence against citizens.
The new suspects have been notified of their status as suspects in the unlawful deprivation of liberty and kidnapping, committed by a group of individuals acting in concert and causing physical suffering to the victim.
“The suspects have been notified of charges of unlawful deprivation of liberty and kidnapping, committed by a group of individuals acting in concert and causing physical suffering to the victim (Part 2 of Article 146 of the Criminal Code of Ukraine),” the SBI statement reads.
Thus, the total number of suspects in this criminal proceeding has risen to 13.
Back in June, the State Bureau of Investigation (DBR) exposed a group of nine individuals. Among them were six employees of the same district TCC and three representatives of a local civic organization.
According to the investigation, the suspects organized the illegal transportation and detention of men on the premises of the TCC.
According to the investigation, representatives of the civic organization helped track down people and gathered information about them.
Law enforcement officials also documented numerous instances of cruel treatment of the victims. According to the investigation, the men were illegally detained, beaten, intimidated, and subjected to psychological pressure.
Nine previously identified members of the group are being held in custody without the right to bail.
They are charged with torture, unlawful deprivation of liberty, and robbery committed by an organized group.
These are criminal offenses under Part 3 of Article 127, Part 2 of Article 146, and Part 4 of Article 186 of the Criminal Code of Ukraine.
The pre-trial investigation is ongoing. DBR officers are establishing all the circumstances of the case, as well as identifying other individuals who may be involved in the crimes.

As a reminder, the National Police has intensified its investigation into possible abuses in the work of the Territorial Military Medical Commission (TMMC), specifically regarding the processing of enlistment applications and the decision-making process by military medical commissions.
Earlier, Lubinets stated that there were hundreds of “hostages” at the Berehove Military Medical Commission.
Following this, the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, reported planned disinformation campaigns against the Ombudsman’s Office and himself personally after violations were uncovered during inspections of the TCC and the Special Commission in Zakarpattia Oblast. According to him, instead of addressing the violations, “activists” began a coordinated effort to discredit the results of the monitoring visits.
