A scheme involving fictitious medical services worth 8.8 million hryvnias was uncovered in the Odesa region

Police in the Odesa region uncovered a scheme to embezzle nearly 8.8 million hryvnias in public funds through fictitious medical services. Among those implicated are the former management and the actual owner of a private clinic that was registered in the name of an acquaintance.

 

The suspects reported to the National Health Service of Ukraine (NSZU) that doctors had made house calls to palliative care patients, for which the facility received funding under the Medical Guarantees Program. In reality, however, some of the services were provided only on paper. 

In reality, doctors either did not make some of the reported visits at all or did not provide the full scope of services.

According to the findings of an investigation by the Southern Office of the State Audit Service, the state suffered losses of nearly 8.8 million hryvnias. The auditors’ conclusions were confirmed by an expert examination.

On September 29, law enforcement officers conducted seven searches at the residences and in the vehicles of the individuals involved, as well as at the premises where the clinic’s business operations were conducted in the Odesa region.

Based on the evidence gathered, three members of the organized group—the clinic’s actual owner, the former director, and the medical director—were notified of their status as suspects. Depending on their roles in the scheme, the suspects’ actions have been classified under several articles of the Criminal Code of Ukraine.

The issue of imposing pretrial measures on the suspects is currently being decided. They face up to 12 years in prison with confiscation of property for their crimes.
