Theft of over 2 million hryvnias was uncovered during renovations at a rehabilitation center for veterans
Law enforcement officials have notified five individuals that they are under suspicion in a case involving the embezzlement of public funds allocated for repair work at the All-Ukrainian Medical and Rehabilitation Center “Tsybli,” where war veterans receive treatment and rehabilitation.
According to the investigation, in 2024, the mastermind of the scheme, together with officials from government and private entities, established a mechanism for embezzling funds during the execution of construction and renovation work. The work in question included the installation of a fence, major repairs to the roof of the medical wing, and the modernization of the heating and water supply systems.
Investigators determined that false information regarding the cost of materials, the scope of work performed, the equipment used, and the number of workers was entered into official documentation. By artificially inflating the cost of the work, the excess budget funds were diverted and laundered through affiliated entities.
Preliminary estimates indicate that the state suffered losses of over 2 million hryvnias.
The investigation also found that the director of the state-owned enterprise fictitiously employed two individuals to secure their exemption from mobilization.
Among the suspects are the director of the state-owned enterprise, a former head of a medical facility, the head of a private company, an individual entrepreneur, and a former official of the contractor company.
Depending on their roles, they are charged with misappropriation of property through abuse of official position, official forgery, and laundering of proceeds obtained by criminal means; the organizer of the scheme is also charged with obstructing the lawful activities of the Armed Forces of Ukraine during a state of emergency.
