In Transcarpathia, conditions for those subject to military service have been improved following inspections by the Territorial Military Commissariat

In Transcarpathia, following inspections at regional recruitment centers, conditions for conscripts have been improved.

Ombudsman Dmytro Lubinets reported that the facilities—where people had previously been housed in what was essentially a gym—have been renovated to provide appropriate conditions. Issues regarding meals and clothing supplies have also been resolved, and video surveillance has been installed on the premises.

According to Lubinets, his team’s work involves identifying violations, responding to them, bringing about changes, and following up on the results.

During a previous monitoring visit to Uzhhorod, the Ombudsman’s team documented gross violations of the rights of those subject to military conscription. The RTCK and SP assembly point had effectively been turned into a place of illegal detention. Some conscripts had been there for more than 50 days.

People slept in the gym, ate under unsanitary conditions, and lacked sufficient tableware and proper facilities for personal hygiene.

Subsequently, three employees of the Uzhhorod Regional Military Registration and Enlistment Office—two managers and a military serviceman suspected of torturing a person—were notified of the charges against them. The court ordered all three to be held in pretrial detention.

The court also found the head of the Uzhhorod Regional Center for Temporary Accommodation and Support guilty of obstructing the lawful activities of a representative of the Ombudsman.
