A scheme involving the treatment of non-existent patients was uncovered in Transcarpathia
The chief physician of a hospital in Zakarpattia Oblast is suspected of organizing a scheme to artificially inflate the facility’s funding under the Medical Guarantees Program.
According to investigators, the head of the medical facility—who is also a member of the Mukachevo District Council—colluded with the department head to enter false data into the electronic healthcare system.
Two doctors were also involved in the scheme.
Law enforcement officials determined that between January and September 2025, the medical staff entered data on more than 1,200 nonexistent patients who allegedly received treatment using a mechanical ventilator. At the same time, the investigation revealed that no such patients existed, and the department did not have the necessary equipment.
“According to the investigation, the director of the medical facility—who is also a member of the Mukachevo District Council—together with the head of one of the departments, organized a scheme to artificially inflate the facility’s funding,” the prosecutor’s office stated.
According to the investigation, the management oversaw the process through a messaging group, where they coordinated a “plan” regarding the number of patients and data entry. Afterward, the director signed the electronic reports and sent them to the National Health Service of Ukraine.
“After entering the fictitious data, the director signed the electronic reports and sent them to the National Health Service of Ukraine. It was on the basis of these documents that the hospital received approximately one million hryvnias in additional funding from the state budget each month. In total, from January through September, according to the expert’s conclusion, the medical facility unjustifiably received over 9.5 million hryvnias in budget funds through this scheme,” the prosecutor’s office added.
In this case, charges have been filed against the hospital director, the department head, and two doctors who entered fictitious data into medical information systems.

Earlier, State Bureau of Investigation (DBR) officials exposed the head of the cardiology department and an endocrinologist at the Kropyvnytskyi Central City Hospital, who are suspected of facilitating the illegal preparation of medical documents.
