NABU and the SAP have notified eight people that they are under investigation in the National Guard case
The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) have notified eight individuals that they are under suspicion in a case involving the alleged embezzlement of over 150 million hryvnias from the National Guard of Ukraine. Among the suspects are the deputy director of the Logistics Department of the National Guard of Ukraine’s Main Directorate, the head of the Central Base for Production and Technological Procurement, and his deputy, according to Ukrainska Pravda, citing anti-corruption authorities.
According to investigators, in 2024, the National Guard needed a warehouse to store food for its servicemembers. NABU and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) allege that National Guard officials did not purchase the property directly from the owners but instead conspired with businesspeople. The entrepreneurs purchased the property through a company under their control and immediately resold it to the National Guard at a price artificially inflated by more than 143 million hryvnias.
The case also involves two businessmen—the actual owners of a number of private companies, the director of one of the controlled enterprises, and two directors of appraisal companies. According to the investigation, the appraisers, in exchange for a fee, falsified the property appraisal report to give the transaction the appearance of legitimacy. Law enforcement officials claim that the proceeds were funneled through companies showing signs of being shell companies and distributed among the participants in the scheme.
In addition, investigators believe that these same entrepreneurs, in collusion with officials from the National Guard of Ukraine, embezzled over 7 million hryvnias during other procurement transactions—specifically, the purchase of solar power stations for military units and tires for armored personnel carriers.
NABU reported that the aforementioned property, as well as $340,000 and 99,700 euros seized from the entrepreneurs, have been seized. This includes, in particular, a 2024 Mercedes-Benz AMG GLE, a 2021 Toyota Land Cruiser 300, and a 2019 Audi Q8; land plots near Kyiv; a two-level apartment in the capital with an area of over 130 square meters; and an apartment in Bukovel valued at over $300,000.
The individuals’ actions were classified under Part 5 of Article 191 of the Criminal Code of Ukraine. The National Guard stated that it cooperated with the investigation and provided the necessary information upon request. According to the NABU, the National Guard officers were suspended from their posts in 2025 following the initial searches; the investigation is ongoing, and law enforcement officials are examining the possible involvement of other individuals and instances of money laundering.
