The NACP found indications of inaccurate information in Galushchenko's financial disclosure statement
The National Agency for Corruption Prevention has identified indications of inaccurate information in the asset declaration of former Energy Minister Herman Galushchenko. The findings of the investigation were forwarded to the National Anti-Corruption Bureau of Ukraine.
“It hasn’t even been half a year since the NACP finally conducted a full audit of Herman Halushchenko’s declaration. I sent an official request demanding such an audit back in January of this year.
The NACP’s conclusion is that signs of inaccurate information were found in Galushchenko’s declaration, and the information has been forwarded to the NABU,” Radina’s statement reads.
According to Anastasia Radina, during the audit of Herman Galushchenko’s declaration, the NACP uncovered several issues.
Galushchenko failed to declare the lease of Zakharchenko’s seized house, where NABU detectives found him in November 2025. The NACP determined that the former minister resided in the house for more than half of the reporting period and therefore was required to indicate this in his declaration.
At the same time, Galushchenko explained to the NAZK that, despite a court order prohibiting him from using the house, he lived there under a verbal agreement with a citizen named S. O. Kotenko, who had given him the keys.
Additionally, according to the NACP, Herman Galushchenko failed to include in his declaration a 220-square-meter apartment in Switzerland where his children lived with his ex-wife.
More than 85,000 Swiss francs, or approximately 4.5 million hryvnias, were paid for the rent of this apartment.
According to Radina, Galushchenko explained that he allegedly was unaware that his family was renting such an apartment.
In addition, the declaration did not include a monetary gift of over 258,000 Swiss francs—approximately 12.5 million hryvnias—that a citizen named Viktor Artemov allegedly provided to pay for Galushchenko’s children’s education in Switzerland.
In his explanations to the National Agency for Corruption Prevention (NAZK), the former minister stated that he allegedly was unaware that another person was paying for his children’s education and did not know the cost of their education.
At the same time, according to Radina, the National Anti-Corruption Bureau of Ukraine (NABU) completely refutes this version of events within the framework of the criminal proceedings.
Anastasia Radina also explained that during its investigation, the NACP relied, in particular, on Herman Galushchenko’s testimony at a meeting of the Verkhovna Rada’s Temporary Investigative Commission.
“To establish the violations, the NACP relied, in particular, on Galushchenko’s statement at the TSC meeting, where he presented a version of events that contradicts the documents. So we should thank the TSC for providing him with a platform to incriminate himself.
The NACP must ensure that it identifies the grounds for such investigations on its own, rather than only after virtually everyone else has already spotted them,” the lawmaker concluded.
Earlier, media outlets reported that 105 million hryvnias of the required 150 million hryvnias in bail had been posted on behalf of Herman Galushchenko.
At the same time, the data cited by Radina regarding violations in Herman Galushchenko’s declaration are the results of an NACP audit, and the final legal assessment of the former official’s actions must be provided by the competent authorities and the court.

Earlier, the National Bank of Ukraine conducted an investigation into the origin of the 150 million hryvnias in bail posted for former Energy Minister Herman Halushchenko.
The Specialized Anti-Corruption Prosecutor’s Office filed a motion with the court to freeze the 150 million hryvnias posted as bail for former Minister of Energy and Justice Herman Halushchenko. Investigators believe these funds are of criminal origin and were laundered through the bail payment, and are therefore requesting that they be transferred to the ARMA for management.
As a reminder, the National Bank of Ukraine is investigating banks in connection with the bail for Galushchenko.
According to People’s Deputy Yaroslav Zheleznyak, during the hearing of the case against Sense Bank Chairman Oleksiy Stupak, prosecutors also disclosed a series of conversations which, according to investigators, confirm the origin of these funds.
