Ombudsman Lubinets Complained About Media Attacks Against Him Following TCC Inspections
Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, reported on planned disinformation campaigns targeting the Ombudsman’s Office and him personally following the discovery of violations during inspections of the Territorial Election Commission and the Election Commission in Zakarpattia Oblast. According to him, instead of addressing the violations, “activists” began a coordinated effort to discredit the results of the monitoring visits.
The Ombudsman drew attention to the critical situation involving the leadership of the Transcarpathian Regional Election Commission and the Election Commission, where corruption risks and systemic human rights violations have been repeatedly documented.
Despite searches conducted by the Security Service of Ukraine (SBU) in December 2025 and the discovery of funds of unknown origin, the head of the institution is being reinstated as “acting head” for 30 days with continuous extensions of the term, which Lubinets called a way to circumvent the law.
In light of this, the Commissioner is urgently sending appeals to the Prosecutor General, the Commander-in-Chief of the Armed Forces of Ukraine, the acting Minister of Defense, the State Bureau of Investigation, the Security Service of Ukraine, and the Ministry of Internal Affairs, demanding that they conduct large-scale audits of the activities of all military recruitment centers in Zakarpattia, put an end to the practice of endlessly appointing “acting heads,” and provide a proper legal assessment of the leadership’s actions.

Earlier, Lubinets reported that there were hundreds of hostages at the Berehove Border Crossing Point.
Three channels for illegal border crossings were shut down in Zakarpattia.
