The tax on packages has once again been submitted to the Rada for consideration
A specialized committee of the Verkhovna Rada has endorsed a revised bill to amend the Tax and Customs Codes. The proposed changes could affect Ukrainians’ purchases on popular online marketplaces.
What Will Change for Purchases on Marketplaces
The bills introduce special VAT rules for the remote sale of goods valued at up to 150 euros through electronic platforms.
Responsibility for calculating and paying this tax will fall on the marketplace itself, rather than on the buyer or seller.
Which tax breaks will remain
The documents retain some of the existing exemptions. Specifically:
the import of goods in unaccompanied baggage by individuals valued at up to 150 euros will remain tax-exempt;
parcels sent between individuals with a value of up to 45 euros will be exempt from tax if they are sent free of charge;
exemptions will be maintained for certain goods intended for security and defense purposes, including energy equipment.
The government is to develop procedures for tax exemptions on defense-related goods, including the possibility of refunding amounts already paid.
Why are these changes needed?
The authors of the documents explain the initiative as a necessity to improve VAT administration and align Ukrainian legislation with European Union standards.
The adoption of these bills is one of the conditions for Ukraine to fulfill its obligations to the European Union and the International Monetary Fund.
Bill No. 16051-1 provides that VAT revenues from international postal and express shipments will be directed to a special fund within the state budget.
These funds are planned to be used to meet the needs of the Armed Forces of Ukraine.
This was reported by RBC-Ukraine, citing Danylo Getmantsev, chairman of the Verkhovna Rada’s Finance Committee.
The Rada will reconsider the tax on parcels next week.
People’s Deputies Lesya Zaburanna and Oleksandr Kovalchuk of the “Servant of the People” faction proposed that the Verkhovna Rada establish a Temporary Investigative Commission to investigate possible violations of legislation regarding public safety during martial law.
The day before, the Verkhovna Rada received nominations from President Volodymyr Zelenskyy to appoint Yevhen Khmara as Ukraine’s Minister of Defense and Andriy Sybiga as Minister of Foreign Affairs.
