More than half of the classified financial disclosure forms in Ukraine belong to military personnel
More than 50% of officials whose financial disclosure statements are not publicly available are military personnel. Some police officers, city council members, State Emergency Service officials, and tax officials also conceal their asset declarations. In total, the asset declarations of approximately 99,000 public officials and civil servants remain classified.
According to OpenDataBot’s calculations, 99,000 officials and civil servants have concealed 445,500 of their asset declarations for the years 2015–2026.
Analysts relied on open data from the National Agency for Corruption Prevention. Declarations for the 2016–2020 reporting years were most frequently withheld.
More than half of the declarants who took advantage of this option were members of the Armed Forces of Ukraine. On average, each declarant concealed 4.5 declarations.
As of July 2026, 99,087 declarants had hidden 445,536 declarations from public access. Although the option to hide declarations was only introduced at the end of 2023, the largest number of declarations removed from public access were from the period prior to the full-scale invasion.
Specifically, one in five hidden declaration was for 2016: 94,968. Another 72,068 declarations relate to 2020.
