Representatives of the SBU and the Main Intelligence Directorate were served with notices of suspicion in connection with a shooting in Kyiv

The State Bureau of Investigations announced that it had filed charges against two individuals involved in the armed conflict that occurred on September 2 between representatives of the Security Service of Ukraine (SBU) and the Main Intelligence Directorate of the Ministry of Defense of Ukraine. 

An SBU officer was charged with abuse of authority and threatening or using violence against a law enforcement officer (Part 2 of Article 365 of the Criminal Code of Ukraine), and a representative of the Main Intelligence Directorate—for attempting to take the life of a law enforcement officer (Article 348 of the Criminal Code of Ukraine). As Prosecutor General Ruslan Kravchenko noted, a series of forensic examinations has been ordered in the case to clarify the circumstances of the shooting and to examine the seized physical evidence.

At the same time, law enforcement agencies have been conducting a separate pretrial investigation since September 1 into the disappearance of Stepan Kaplunov, a serviceman of the “Russian Volunteer Corps” serving within the Main Intelligence Directorate of the Ministry of Defense of Ukraine. Investigators are establishing the full picture of the incident, including the individuals involved in the disappearance, the motives behind their actions, and the soldier’s route of travel, in order to make further procedural decisions.

A video of a confrontation involving gunfire between officers of the Security Service of Ukraine and the Main Intelligence Directorate in Kyiv is circulating online. The released footage shows a verbal altercation and shoving match between those involved in the incident, which later escalated into the use of firearms by SBU special forces against GUR soldiers.
 
President Volodymyr Zelenskyy called the shooting between SBU and GUR representatives in Kyiv “absolutely shameful” and ordered a full investigation into the circumstances of the incident.
 
The Security Service of Ukraine suspects Stepan Kaplunov, deputy commander of the Russian Volunteer Corps, of plotting an assassination attempt on Akhmed Zakayev—the head of the government of the Chechen Republic of Ichkeria in exile.
 

Stepan Kaplunov, deputy commander of the Russian Volunteer Corps, stated that on August 23, he was allegedly abducted by SBU officers, who subjected him to physical and psychological pressure.
