The Rada did not support the allocation of export proceeds from arms sales to the military
The Verkhovna Rada did not adopt amendments to the Budget Code that would have allocated funds from fees for export licenses for weapons and dual-use goods directly to the needs of the Armed Forces of Ukraine.
The bill called for these revenues to be divided equally: 50% of the funds were to be allocated for the procurement, modernization, and repair of weapons and military equipment, and the other 50% for the pay of military personnel.
Currently, exporters pay 20% of the contract value for an export license.
Roksolana Pidlasa, chair of the Verkhovna Rada’s Budget Committee, stated that the Ukrainian defense-industrial complex had sufficient capacity to increase budget revenues from such permits. According to her estimate, this would amount to over 40 billion hryvnia, or about $900 million.
The decision was adopted at a parliamentary session on September 15.
People’s Deputies Lesya Zaburanna and Oleksandr Kovalchuk of the “Servant of the People” faction proposed that the Verkhovna Rada establish a Temporary Investigative Commission to investigate possible violations of legislation regarding public safety during martial law.
The day before, the Verkhovna Rada received submissions from President Volodymyr Zelenskyy regarding the appointment of Yevhen Khmara as Ukraine’s Minister of Defense and Andriy Sybiga as Minister of Foreign Affairs.
