An investigation was launched at the Ministry of Reconstruction regarding one of its officials

On the morning of September 23, investigators arrived at the Ministry of Recovery, Infrastructure, and Transport of Ukraine. Law enforcement officials are conducting an investigation into the director of the Department of Recovery Policy; however, the circumstances of the case are not related to his work at the ministry.

 

The official was appointed to his current position in April of this year. According to the ministry, the investigation is looking into whether he may have received improper benefits in exchange for lifting sanctions against business entities while working at his previous position.

The Ministry of Recovery is cooperating with law enforcement and providing them with all necessary information.

At the same time, the ministry has decided not to wait for the investigation to conclude, as the nature of the allegations could pose risks to the ministry itself. The department director is to be suspended from his duties as early as today. Further personnel decisions will be made based on the results of the investigation and review in accordance with the law.

At the same time, the Ministry of Recovery is conducting an internal audit of the processes that took place prior to the formation of the current leadership team. “Any evidence of potential misconduct must be properly investigated, regardless of position or name,” the ministry emphasized.

As a reminder, earlier this year, the High Anti-Corruption Court heard the case of People’s Deputy Serhiy Labazyuk, who is accused of attempting to bribe the leadership of the Ministry of Recovery and the State Agency for Recovery.

According to the investigation, in 2023, the lawmaker allegedly offered 3–5% of the contract value in exchange for awarding his company contracts to rebuild infrastructure projects worth over 1 billion hryvnias. Law enforcement officials documented the transfer of the first installment of the illicit benefit, amounting to $150,000.

As a reminder, the National Agency for Corruption Prevention (NACP) found violations in 100% of the officials’ declarations it reviewed.

Prior to this, the NACP had completed an automated review of declarations for the year 2025.

Earlier, the National Agency for Corruption Prevention completed a full audit of the 2024 declaration of Viktor Zazulinsky, deputy head of one of the divisions of the Economic Security Bureau. 

During its review of the declaration filed by Viktor Zazulinsky, deputy head of a department at the Economic Security Bureau of Ukraine, the National Agency for Corruption Prevention found indications of inaccurate reporting of assets.
