Trump Approved Licenses for Ukraine to Manufacture Missiles for the Patriot System
Ukraine is continuing negotiations with the United States regarding the acquisition of licenses to manufacture missiles and components for the Patriot air defense systems. U.S. President Donald Trump has already responded positively to Ukraine’s proposal, but a final decision on the licenses has not yet been made.
According to the president, Ukraine is discussing the issue of obtaining licenses directly with Donald Trump. At the same time, negotiations are being conducted by Ukrainian and American teams, as well as representatives of the manufacturers.
“We are discussing the licenses directly with President Trump, and our teams are also in talks; there is also a dialogue at the manufacturers’ level. We always want to speed up the process, but the process is moving forward,” Zelenskyy said.
The head of state emphasized that Kyiv has already received a positive response from the U.S. president, but the negotiation process is still ongoing.
At the same time, Zelenskyy noted that one of Ukraine’s top priorities right now is preparing for the winter. That is why Kyiv is working to put together a separate aid package from international partners.
“We have received a positive response from the U.S. president, but we must prepare for winter, and I have told all our partners that our priority right now is the winter aid package,” the president emphasized.
According to him, supplying Ukraine with Patriot missiles is an important component of this package.
Zelenskyy also recalled the agreements reached during the British Prime Minister’s visit to Kyiv.
London agreed to allocate 100 million pounds sterling for Ukraine’s winter aid package, specifically for missiles for the Patriot systems.
“And I want to thank him today—him personally, the government, and all the British people. Today he announced that Britain will support and allocate 100 million pounds—that is, $135 million—for Ukraine’s winter aid package, specifically for the Patriot system,” Zelenskyy said.
Thus, Ukraine is simultaneously working to obtain U.S. licenses to manufacture missiles and components for the Patriot system and is securing additional assistance from partners to prepare for winter.

The part of Donbas controlled by Ukraine remains a key obstacle and the main “red line” in the negotiation process aimed at ending the war. Despite the visit to Kyiv by U.S. President’s Special Envoys Steve Witkoff and Jared Kushner with updated peace proposals, differences regarding the future of this region remain fundamental. Zelenskyy told Witkoff that he would not cede any territory to Russia under any circumstances.
Following the meeting in Kyiv, Witkoff announced peace talks in a Ukraine-Europe-U.S. format.
In addition to issues regarding the cessation of hostilities and security guarantees, the parties discussed the country’s post-war recovery and the mobilization of resources for reconstruction, as well as economic guarantees designed to prevent the recurrence of war.
