Officers from the State Bureau of Investigation (SBI), together with National Police leadership, have uncovered a criminal group in Kharkiv that organized a large-scale sale of narcotics and psychotropic substances. According to the investigation, the group’s activities were covered up by a law enforcement officer.

According to the investigation, the organizer was a criminal authority who “appointed himself as the overseer” of one of the city’s districts. He involved at least nine accomplices in the scheme.
The main "commodity" was the dangerous psychotropic substance PVP. It was sold to civilians, but they attempted to expand the business to members of the Ukrainian Armed Forces.
During a multi-stage special operation, investigators identified one of the supply channels—the drugs were being transported to Kharkiv from Kyiv.
The dealers organized their operations around the clock in one of the city’s dormitories. To maintain secrecy, the participants constantly changed rooms, and the transfers were made “hand-to-hand.” Local residents repeatedly complained about this drug den, but the law enforcement officer ignored the reports and dismissed them as irrelevant.
In total, Bureau investigators documented the sale of approximately 9 kilograms of narcotics and psychotropic substances worth over 3 million hryvnias. According to operational intelligence, the dealers sold over 6,000 doses each month.
The organizer directed part of the proceeds to support the criminal underworld, specifically by sending packages to prisons.
During the special operation, SBI officers conducted 25 searches. They seized drugs, scales, mobile phones, computer equipment containing evidence of criminal activity, weapons, as well as nearly half a million hryvnias in cash and gold jewelry weighing about 100 grams.
Ten members of the group were detained, including the organizer and a law enforcement officer.
The suspects have been notified of their suspicion of creating and participating in a criminal organization, as well as of acquiring, storing, and distributing psychotropic substances.
The issue of imposing preventive measures is currently being decided.
