An investigation is underway in Kyiv into possible procurement irregularities at the municipal enterprise "TsODR"
In Kyiv, law enforcement officials are investigating possible misconduct in procurement by the municipal enterprise "Center for Traffic Management" (CP "CTM"). The investigation concerns six contracts for the supply of traffic management equipment, with a total value of approximately 40 million hryvnias.

According to the investigation, criminal case No. 42026102070000024 covers the procurement of delineators, traffic controllers, sign-making machines, as well as plotters and other specialized equipment.
Among the items under investigation:
three contracts with Visual Tech LLC for the supply of traffic controllers worth 26.4 million hryvnias;
a contract with Technical Cluster LLC for the supply of equipment for laser metal cutting and the manufacture of road signs worth 5.6 million hryvnias;
a contract with Prisma Trading House LLC for the supply of delineators and signs worth 3.9 million UAH;
a contract with sole proprietor Diana Trofimenko for the supply of cutting plotters worth 3.6 million UAH.
Law enforcement officials believe that two deputy directors of the enterprise may be involved in the alleged violations. At the same time, no official procedural decisions have yet been reported regarding the head of the “TsODR” municipal enterprise, Oleksandr Mishchenko (EU faction), a Kyiv City Council member for several terms.
The investigation is paying particular attention to possible links between individual suppliers. According to data from open sources, some of the companies and sole proprietorships may be connected by family ties and a shared region of registration, as well as actively participating in public procurement by other state and municipal institutions.
Among the suppliers involved are:
Visual Tech LLC, registered in 2023, with Yuriy Polonskyi as the director and beneficial owner;
Prisma Trading House LLC, registered in 2018, director—Volodymyr Dzhumurat, beneficial owner—Nadiya Honytel;
Technical Cluster LLC, established in 2023, managed by Daria Sokur, owned by Marina Trofimenko, who is also linked to other business entities.
According to the investigation, certain suppliers may be connected to one another, particularly through shared contacts and family ties; however, these circumstances are being verified.
Currently, within the scope of the case, the former director of the municipal enterprise “TsODR,” Viktor Chernyi, has been formally charged; he is suspected of official negligence during the procurement of traffic signal equipment and repair work. The investigation preliminarily estimates the potential losses to the city budget at approximately 15 million hryvnias.
An indictment has also been filed against the former head of one of the contractors—Serhiy Zdorokin of Euro Znak LLC—who is suspected of embezzlement.
Since February 2023, the municipal enterprise “TsODR” has been headed by Oleksandr Mishchenko. The enterprise reports to the Kyiv City State Administration’s Department of Transport Infrastructure, which has been headed by Serhiy Pidgainy since November 2025.

Also in Ivano-Frankivsk Oblast, the prosecutor’s office is seeking through the courts to recover nearly 387 million hryvnias in damages caused by logging in the “Hutsulshchyna” National Park. The investigation claims that under the guise of sanitary work, over 9,000 trees were destroyed there without the necessary permits and approvals. Now, they are attempting to hold the state-owned enterprise “Forests of Ukraine” responsible, to which the relevant forestry enterprise was later merged.
