A scheme to embezzle nearly 3 million hryvnias during the renovation of four parks was uncovered in Kyiv
Law enforcement officials have notified seven members of an organized group that they are under suspicion of embezzling approximately 3 million hryvnias in public funds during the renovation of parks in the capital.
According to the investigation, in 2024, the municipal enterprise “Kyivzelenbud” entered into contracts with a private company to renovate the “Nyvky,” “Orlyatko,” “Radunka,” and “Yunist” parks. According to law enforcement, the participants in the scheme inflated the prices of construction materials in the cost estimates, specifically concrete mixes, reinforcing mesh, power cables, and tiles.
Expert analyses determined that, due to the inflated material costs, the municipal association overpaid by more than 3 million hryvnias.
Charges under Part 5 of Article 191 of the Criminal Code of Ukraine were brought against the actual owner of the contractor company, the former deputy general director of the “Kyivzelenbud” municipal association, the deputy head of one of the departments, a leading specialist in the cost estimation department, and three employees of the contractor.
