The Rada proposes prison sentences for the unlawful detention of citizens at temporary detention centers

Bill No. 15303 has been registered in the Verkhovna Rada; it provides for stricter criminal liability for unlawful deprivation of liberty by state officials, with a focus on the actions of TCC employees. The penalty will increase to 7–12 years of imprisonment.

The new legislative initiative aims to criminalize the forced detention of citizens during mobilization activities in the absence of legal grounds. 

According to the document, it is proposed to criminalize the detention of citizens in military command facilities, assembly points, or military units beyond the statutory limits for administrative detention, as well as the forced confiscation of mobile phones or the restriction of access to communication. For such actions, representatives of the Territorial Defense Forces, the Military Law Enforcement Service, and other military officials will face imprisonment for a term of five to seven years. A knowingly unlawful order by a superior that results in unlawful detention shall be punishable by imprisonment for a term of five to eight years, and the execution of such an order shall not exempt the person who carried it out from liability. If these acts are committed with the use of life-threatening violence or cruel treatment that degrades human dignity, the punishment will increase to 7–12 years of imprisonment.
