SENS Bank Has Appointed an Interim Head
Sens Bank JSC has suspended all officials named in the National Anti-Corruption Bureau of Ukraine (NABU) investigation report dated August 19, 2026, from their duties, completely denying them access to the bank’s management. Olena Zubchenko has assumed the duties of the bank’s board chair.
The change in leadership occurred after the National Bank of Ukraine issued a decision stating that Board Chairman Oleksiy Stupak did not meet the qualification requirements and ordering that urgent measures be taken to terminate his powers.
The court had previously imposed a preventive measure on Oleksiy Stupak in the form of bail with corresponding obligations. The newly appointed acting chair, Olena Zubchenko, has over 20 years of experience in the banking, legal, and public sectors, including at PrivatBank and the Ministry of Finance of Ukraine. At the same time, the financial institution’s Supervisory Board is being restructured: the NBU has already approved one independent member, Peter Novak, and is considering the candidacies of two more individuals. Once a quorum is established, the Supervisory Board will adopt legal resolutions regarding the final termination of the chairman of the management board’s powers. The bank continues to operate as usual and is fulfilling all its obligations to customers.

The High Anti-Corruption Court imposed a preventive measure on Oleksiy Stupak, chairman of the management board of Sens Bank, in the form of a bail of 15 million hryvnias, which must be paid within five days. The prosecutor’s office had demanded 150 million hryvnias.
Searches were also conducted at Sens Bank as part of a special anti-corruption operation by the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO).
