Ukraine will receive €134 million from the EIB for road reconstruction

Ukrainian President Volodymyr Zelenskyy has signed a law ratifying a financial agreement between Ukraine and the European Investment Bank for €134 million, which will be allocated to the restoration and development of road infrastructure. 

This is reported in the bill’s summary on the parliament’s website.

The agreement in question is titled “Improvement of Road Networks under the EU’s ‘Solidarity Roads’ Initiative (‘Transport Network Recovery’),” which was signed on July 10, 2025, in Rome.

The financing is provided by the European Investment Bank in the form of a loan. The funds are planned to be directed toward priority projects in the road sector, including the reconstruction and development of key export routes, as well as the restoration of damaged infrastructure.

The agreement also provides for consulting services for project oversight and co-financing of initiatives under the European “Connecting Europe” facility. Particular emphasis is placed on modernizing border crossing points as part of the EU’s “Solidarity Lanes” initiative.

In addition, the agreement provides for urgent repairs and major rehabilitation of damaged sections of national roads.

The project’s implementation is intended to restore the transport network and strengthen key transit routes connecting Ukraine with EU countries, particularly Poland and Romania.

Earlier, the Naftogaz Group signed a grant agreement with the European Bank for Reconstruction and Development for €85 million. The funds are provided by the Norwegian government for the purchase of imported gas. The financing is intended to help ensure a stable heating season.

The European Union will provide Ukraine with a loan of €90 billion, despite temporary difficulties and opposition from Hungary. According to European Commission President Ursula von der Leyen, financial support will be provided “one way or another,” in line with the EU’s previous commitments.
