Ukraine and Germany Have Agreed on Thousands of IRIS-T Missiles

Ukraine and Germany signed a series of documents on cooperation in the defense and industrial sectors. Among the agreements are the purchase and delivery of thousands of IRIS-T missiles and systems, artillery ammunition, radars, and anti-drone interceptors. In total, according to Volodymyr Zelenskyy, the two countries signed 15 agreements and documents worth over €8.5 billion that day.

 

Ukraine and Germany signed the new agreements during the Ukrainian-German Business Forum in Kyiv. The documents cover several areas—from air defense and drones to energy and joint production. In particular, the Ukrainian Ministry of Defense signed a memorandum with the German company Diehl Defense regarding the purchase and delivery of thousands of IRIS-T missiles and systems, as well as artillery shells.

Separately, the Ministry of Defense reached an agreement with HENSOLDT on cooperation in the field of surveillance radars. Another agreement with Quantum Systems concerns the testing and procurement of interceptors for jet-powered drones. The Ukrainian defense ministry has also signed a contract to localize the production of Ukrainian drones for the National Guard in Germany.

A separate area of focus is the use of unmanned systems in rescue operations. Alpha Robotics Germany and Ukraine’s State Emergency Service have agreed to collaborate on such technologies.

Ukraine Will Receive Thousands of Missiles for the IRIS-T System

President Volodymyr Zelenskyy specifically highlighted the agreement regarding missiles for the IRIS-T systems. According to him, Ukraine plans to place a large order with the German side. “We will be ordering a lot from the German side. We have both joint production and many different areas of cooperation,” Zelenskyy said.

The president also spoke about the new German-Ukrainian SPYS jet drone interceptor. According to him, the system has already passed a successful test. “It’s important that today we heard about the test of our new interceptor—the German-Ukrainian SPYS interceptor. The test was successful. We thank Quantum System,” Zelenskyy noted.

According to him, Ukraine will also continue its cooperation with the German conglomerate Siemens. Separately, the head of state highlighted a large-scale order for the IRIS-T system. He explained that these systems are intended to strengthen Ukraine’s air defense. “These are unique technologies that will strengthen our air defense. We’ll use funds from the second tranche of the European loan; we understand that this will be a significant contribution,” Zelenskyy said.

Germany has long been one of Ukraine’s key partners in the field of air defense. In April 2026, the governments of the two countries also agreed on additional IRIS-T systems and missiles for them.

Cooperation with German Businesses

The agreements are not limited to weapons. Ukraine has also signed documents with German companies regarding joint technology projects. In particular, Quantum Systems has agreed to collaborate with the Ukrainian company Fire Point. The German company ARX Robotics will work with the Ukrainian company Roboneers, and Helsing will partner with the Ukrainian company Culver Aerospace.

Separately, the Ministry of Energy and Naftogaz of Ukraine signed a memorandum with Siemens Energy Global. Ukrenergo concluded agreements with the German power system operators 50Hertz Transmission GmbH and Amprion GmbH.

Thus, the cooperation extends beyond the supply of finished weapons. It also involves joint production, testing of new technologies, and collaboration between Ukrainian and German companies.

A total of 15 agreements

According to Zelenskyy, on October 4, Ukraine and Germany signed a total of 15 agreements and documents in the field of security. They concern production, procurement, orders for German industry, and joint projects in Ukraine. The president estimated the total “value” of these agreements at over €8.5 billion.

Separately, Ukraine and Germany signed an agreement to deepen cooperation in countering drones. Friedrich Merz stated that Germany wants to make more active use of Ukraine’s experience in this area. According to him, the cooperation works both ways: Ukrainian and German defense companies are jointly developing high-tech projects.

The new defense agreements are part of a broader cooperation package between Kyiv and Berlin. On the same day, Zelenskyy announced a new support package from Germany totaling over €1.3 billion, which includes weapons, assistance for the energy sector, and funding for the production of interceptors against “Shahed” drones. The signing took place at the Ukrainian-German Business Forum.

Ukraine expects that once the war ends, German businesses will be actively operating in the country and launching joint projects with Ukrainian companies. Volodymyr Zelenskyy made this statement during the Ukrainian-German Business Forum. According to him, such cooperation is already developing, particularly in the energy sector.
