Ukrainians will be offered 0% interest loans for independent heating systems
The Cabinet of Ministers has expanded the program to support energy resilience in private homes. From now on, Ukrainians can obtain a preferential loan not only for backup power supplies but also for the installation of autonomous heating systems, and the government will subsidize up to 20% of the loan amount.
Ukraine has expanded its government program to support private homeowners. Now, low-interest loans can be obtained not only for generators or solar panels but also for autonomous heating systems. The government will subsidize a portion of the loan, and borrowers can use the funds interest-free for the first year.
Officials explained that the decision was made in response to Russia’s ongoing attacks on energy infrastructure. In winter, this can lead to prolonged disruptions in electricity, gas, and heat supply, so the government wants to help Ukrainians make their homes more self-sufficient.
What Can Now Be Purchased
Previously, the program applied only to backup power equipment. Preferred-rate loans could be used to purchase generators, hybrid inverters, solar and wind power plants, as well as energy storage systems.
Now, equipment for autonomous heating has been added to this list.
This includes:
- solid-fuel stoves;
- fireplace stoves, including wood-burning ones;
- chimneys;
- materials required for installation;
- the installation work itself.
Funding is provided by the National Development Agency.
What loan options are available?
The program offers two packages.
Package H
It includes:
- a solid-fuel stove or fireplace;
- a chimney;
- installation.
The loan amount ranges from 10,000 to 250,000 hryvnias. In this case, the government will subsidize 10% of the principal amount of the loan.
H+ Package
This option includes all equipment from the basic package, as well as:
- ventilation;
- fire safety components;
- thermal insulation materials.
The maximum loan amount is 480,000 hryvnias, and the government subsidy covers 20% of the principal amount.
Loan Terms
The program is available to owners of private homes with an area of up to 300 square meters. The loan terms are as follows:
- 0% annual interest in the first year;
- 5% in the second year;
- 7% in the third year.
A loan can be obtained for only one residential home under a single agreement. The borrower has the right to choose one of the support packages or apply for both, provided this meets the program’s conditions.
What to Do After Installing the Equipment
After receiving the funds, the homeowner must confirm within 180 days that the equipment has been installed. To do so, the following must be provided:
- copies of documents;
- geotagged photos of the equipment.
After that, every six months, the homeowner will need to confirm to the bank that the equipment is still in use. At the same time, the government has simplified the procedure for participating in the program. From now on, it is no longer necessary to provide banks with information on electricity consumption.
How Many Ukrainians Have Already Taken Advantage of the Program
The Energy Resilience Support Program has been in operation since July 2024. According to data from the Ministry of Economy and Environment, as of July 24, 2026, six Ukrainian banks had issued 7,490 loans totaling 2.64 billion hryvnias. As a result, Ukrainians have installed backup power equipment with a total capacity of 64.65 MW.
The government plans to allocate 801.5 million hryvnias to implement the expanded program in 2026. The ministry emphasizes that these funds will be allocated from the resources of the National Development Agency without placing an additional burden on the state budget.
Ukraine Continues to Modernize Its Energy System
In addition to the new lending program, the modernization of Ukraine’s energy infrastructure is ongoing. Earlier, the Verkhovna Rada passed a law designed to accelerate the modernization of heating systems, making them more economical and energy-efficient.
The country also has a government program in place for the energy modernization of public institutions, which helps reduce energy consumption and increase resilience to potential disruptions in electricity and heat supply. This was reported by the Ministry of Economy and Environment of Ukraine.
