Ukrainians are to be reimbursed nearly 93 million in overpayments for utilities

Ukrainians are to be reimbursed 92.67 million hryvnias that they overpaid for housing and utility services due to violations in the setting and application of rates. Since the beginning of 2026, the State Service for Food Safety and Consumer Protection has conducted 140 unscheduled inspections and found violations in 88.6% of cases. As of the end of August, consumers had already received refunds totaling 636,800 UAH.

 

Since the beginning of 2026, the State Service for Food Safety and Consumer Protection has conducted 140 unscheduled inspections of companies providing housing and utility services. In 88.6% of cases, specialists identified violations of legislation regarding prices and rates. As a result of the inspections, utility providers were required to recalculate charges for consumers. The total amount to be refunded or credited to consumers is 92.67 million UAH.

The violations involved the incorrect calculation, setting, or application of prices for housing and utility services. In other words, in some cases, consumers were charged more than what is permitted by law or approved tariffs. “Service providers are required to recalculate payments and refund 92.67 million hryvnias to consumers,” the State Service of Ukraine for Food Safety and Consumer Protection reported.

However, not all of this amount has been refunded to consumers yet. As of the end of August, 636.8 thousand UAH had actually been recalculated and refunded to consumers. “The implementation of other decisions is ongoing,” the agency added. Based on the results of the inspections, the State Service for Food Safety and Consumer Protection also issued orders to companies to rectify the violations. Administrative and economic sanctions were imposed on the violators.

Separately, officials found responsible for the violations were held administratively liable. The agency notes that inspections were conducted only when there were grounds for doing so. Therefore, the 88.6% figure represents the proportion of violations among the 140 unscheduled inspections carried out, and does not mean that such violations were found among all utility providers in Ukraine.

Currently, the companies must comply with the decisions based on the inspection results and make the necessary recalculations. Some of the funds have already been refunded to consumers, while work on the remaining decisions is still ongoing. The State Service of Ukraine for Food Safety and Consumer Protection reported on the results of its work for the first eight months of the year.
