In Ukraine, more than 35,000 reports of domestic violence were recorded over the past six months

In the first half of 2026, 35,821 reports of domestic violence were filed in Ukraine. According to Ombudsman Dmytro Lubinets, the majority of the reports came from women.

 

Dmytro Lubinets, the Verkhovna Rada’s Human Rights Commissioner, reported this on Telegram.

“In the first half of 2026 alone, according to the National Social Service of Ukraine, 35,821 reports of domestic violence were recorded. Of these: 27,027 were from women; 6,957 from men; 2,608 from children; and 198 from people with disabilities,” he reported.

Lubinec emphasized that these are only official statistics, and the actual scale of the problem may be significantly greater. The war has only exacerbated the risks: constant stress, forced displacement, and psychological exhaustion create additional challenges for Ukrainian families.

The Ombudsman reminded that domestic violence encompasses not only physical abuse but also psychological, sexual, or economic forms. Many victims remain silent for years out of fear or fear of judgment, so it is extremely important to respond to every case.

He noted that during the first half of 2026, authorized units of the National Police issued 23,096 emergency restraining orders against abusers.

According to Lubinets, in addition to responding to cases of violence, the Ombudsman’s Office is stepping up its educational efforts and has developed a special guide “Violence Hides in Silence,” which will help those who have experienced domestic violence understand their rights, find out where to seek help, and learn how to hold the abuser accountable.

The Ombudsman urged people to contact the Ombudsman’s Office if they have encountered inadequate assistance or a lack of protection in cases of domestic violence.

Earlier, Lubinets announced two criminal cases following an inspection of the Khmelnytskyi Territorial Center for Social Services.

Prior to that, Lubinec had spoken about the critical situation in the occupied town of Oleshky.

Lubinec also confirmed the deportation of 20,000 Ukrainian children.
