The High Anti-Corruption Court ordered former Minister Koval to pay over ₴4.3 million due to an unreasonably high apartment price
The High Anti-Corruption Court (HACC) ruled to recover 4.35 million hryvnias from Vitaliy Koval, the former Minister of Agrarian Policy and Food. The court ruled that 53.15% of the value of an apartment measuring over 170 square meters, registered in the name of his mother-in-law, was unjustified.
The HACC issued its ruling on September 2.
The apartment in question, with an area of over 170 square meters, is located in one of Kyiv’s elite residential complexes. A relative of Vitaliy Koval purchased the property in 2021 for 8.1 million hryvnias.
Starting in 2023, Koval listed the apartment in his financial disclosure statement as his family’s place of residence and as a property leased by his wife.
At the same time, according to the SAP, evidence gathered during the investigation indicated that Koval and his family had been using the apartment much earlier.
The prosecutor’s office analyzed the income and expenses of Koval’s relative. According to the SAP, the data showed that she did not have sufficient legal income to fully finance the purchase of the apartment.
The relative explained the origin of part of the funds as a loan of nearly 5.5 million hryvnias.
However, the SAP stated that this explanation was refuted by the evidence gathered.
Following the review of the case, the High Anti-Corruption Court (VAKS) ruled that 53.15% of the apartment’s value was unjustified.
The court ordered Vitalii Koval to pay 4,353,176 UAH, which corresponds to the value of the portion of the property deemed unjustified.
Since the court decided to recover funds rather than the portion of the apartment itself, the High Anti-Corruption Court also lifted the seizure of the residence, which had been imposed in May 2025.
Thus, the apartment remains in the possession of its legal owner, while the court ordered Vitaliy Koval to pay over 4.35 million UAH.

Vitaliy Koval, former Minister of Agrarian Policy and Food of Ukraine, filed a lawsuit against the National Agency for the Prevention of Corruption (NAZK).
It was previously reported that the prosecutor’s office is asking the court to confiscate part of the value of the apartment where Minister of Agrarian Policy and Food Vitaliy Koval resides, deeming it an unjustified asset. The apartment was purchased by the official’s mother-in-law for $300,000 of unknown origin and was subsequently rented to her daughter.
Another Ukrainian minister, the former head of the agrarian committee, was exposed for misappropriating state-owned land worth 291 million hryvnias and attempting to misappropriate land worth an additional 190 million hryvnias.
