The General Staff reported that more than 45% of Russia's oil refining capacity had been destroyed
As of September 21, following the strike on the Moscow Oil Refinery, the Ukrainian Defense Forces had disabled more than 45% of Russia’s designed oil refining capacity. This was reported by the General Staff of the Armed Forces of Ukraine, summarizing the results for the week of September 14–20 regarding strikes on key enemy targets in Russia and the temporarily occupied territories of Ukraine.
“From September 14 to 20, units of the Ukrainian Defense Forces struck a number of key enemy targets on the territory of the Russian Federation and in the temporarily occupied territories of Ukraine. First and foremost, these were enterprises that support Russia’s military-economic potential,” the General Staff of the Armed Forces of Ukraine stated.
On the night of September 15, the Syzran Oil Refinery in the Samara Oblast of the Russian Federation was struck. The AVT-6 primary oil refining unit and the tank farm were hit. Also, in Taganrog, Rostov Oblast, Russia, “Atlant Aero” was struck; the facility manufactures “Molniya” strike and reconnaissance UAVs and components for the “Orion.”
On the night of September 17, the “Slavneft-YANOS” oil refinery in Yaroslavl, with a capacity of approximately 15 million metric tons of oil per year, was struck. The AVT-3 primary refining unit was hit.
On September 20, the “Gazpromneft-Moscow Oil Refinery” in Moscow was struck, specifically the AVT-6 unit, the integrated oil refining unit, and the isomerization unit.
“Thus, as of September 21, 2026, following the strikes on the Moscow Refinery, more than 45% of Russia’s designed oil refining capacity has been put out of commission,” the General Staff of the Armed Forces of Ukraine emphasized.
It is noted that one of the consequences is a shortage of high-quality fuel in Russia. Among other things, there has been a sharp drop in the production of Euro-5/K5-standard gasoline and diesel fuel.
“Another area of focus is the systematic destruction of air defense systems, radar stations, electronic warfare systems, and command-and-control facilities,” the General Staff noted.
Specifically, in Sochi, a 92N6 radar station from the S-400 “Triumph” system was struck; two S-400 launchers were destroyed near Vyogonichy in the Bryansk region of the Russian Federation, and a “Buk-M3” air defense system was destroyed near Ukrainka in the Zaporizhzhia region. In the Donetsk region, a “Nebo-U” radar was struck. And in the Bryansk region, electronic warfare stations, radars, and repeaters were struck.
"Significant attention was paid to the infrastructure of the occupiers’ attack UAVs. In the Donetsk, Kursk, and Severodonetsk areas, storage, preparation, launch, and production sites for drones were struck. At the Saki airfield, a ground-based control station for "Orion" UAVs was struck. Numerous command posts for the Russian aggressor’s UAVs were also struck," the General Staff’s statement reads.
In addition, at the “Rostov-on-Don (Central)” airfield, two An-26s, one An-12, and three helicopters were struck. At the Saki airfield, a Su-24 aircraft was struck.
Throughout the week, Ukrainian troops also struck the occupiers’ ammunition depots, fuel and lubricant storage facilities, and logistical support sites.
“The strikes on such targets of the Russian aggressor constitute Ukraine’s exercise of its inalienable right to self-defense in accordance with Article 51 of the UN Charter and are aimed at reducing the military and economic potential of the Russian Federation,” the General Staff emphasized.

A large oil refinery caught fire in Moscow following the strike.
On the night of September 20, the Ukrainian military struck the Moscow Oil Refinery in the Kapotnya area. President Volodymyr Zelenskyy confirmed the strike and announced that one of Russia’s key oil industry facilities had been hit. The General Staff reported that a massive fire broke out on the refinery’s grounds following the attack.
On the night of September 20, Moscow and the Moscow region came under a massive drone attack. One of the strikes hit the Gazpromneft-MNPZ Moscow oil refinery in the Kapotnya area, after which a fire broke out at the facility.
