The Main Intelligence Directorate has released information on 26 ships in the Russian Navy
The War&Sanctions portal has published information about 26 vessels that Russia is using to transport energy resources and grain from Ukraine’s temporarily occupied territories. These include tankers, dry cargo ships, and LNG carriers. According to the Main Intelligence Directorate, most of them are not yet subject to sanctions.
“The export of energy resources remains one of the main sources of funding for Russia’s war against Ukraine. Russia also uses the theft of Ukrainian agricultural products and their export as a tool to influence other states—in particular, to secure political and economic advantages,” the report states.
Among the vessels listed are:
- oil tankers transporting Russian crude oil and petroleum products from ports in the Black Sea and Baltic regions on behalf of Lukoil, Rosneft, “Surgutneftegaz,” “Novatek,” “Tatneft,” and “Gazprom”;
- dry cargo ships exporting agricultural products from the temporarily occupied territories of Ukraine via the ports of Berdyansk, Sevastopol, Kerch, and Feodosia;
- LNG tankers transporting liquefied natural gas from the sanctioned floating storage unit SAAM FSU (IMO 9915090), where LNG from the sanctioned “Arctic LNG-2” project is stored.
Eighteen of the 26 published vessels are not subject to sanctions by any of Ukraine’s partner countries. Specifically:
the bulk carrier LAMAR S (IMO 9154505), which in 2026 repeatedly loaded wheat at the Avlita terminal (Aval LLC) in the temporarily occupied city of Sevastopol for onward delivery, including to Syria;
- the general-purpose dry cargo ship NAYA FALCON (IMO 8033120), which in 2026 transported baking soda and granulated wheat bran from Sevastopol to Egypt and Cyprus;
- the tanker GREGAL (IMO 9378876), which is part of the fleet of Cymare Navigation FZC (UAE), a company affiliated with Russia’s “Sovkomflot.”
“Coordinated sanctions efforts and the detention of vessels in violation of sanctions are necessary to restrict the aggressor’s maritime logistics and deprive Russia of the resources needed to continue the war,” the Main Intelligence Directorate emphasized.

A Swedish court ruled to hand over the sanctioned vessel Caffa.
President Volodymyr Zelenskyy signed a law expanding the rights of military personnel who have been conditionally released early to serve in the Armed Forces of Ukraine. The document provides them with additional social guarantees, the right to transfer, and new grounds for discharge from service.
