The Kuibyshev Oil Refinery in Russia has halted operations following a drone attack – Reuters

Rosneft’s Kuibyshev Oil Refinery in Samara has completely halted crude oil processing since September 22 as a result of a drone attack and subsequent fires.

Due to damage to equipment, the plant has suspended operations at both of its primary refining units—AVT-4 and AVT-5—each of which has a capacity of about 10,000 metric tons per day. Vyacheslav Fedoryshchev, governor of the Samara Region, also reported on drone attacks on industrial facilities in the region.

The plant’s shutdown has already impacted the Russian fuel market: wholesale sales of AI-92 gasoline from the Samara Group of refineries have ceased on the exchange, and sales of AI-95 have more than halved. Earlier, on September 15, the Syzran Refinery, part of the same group, also came to a complete halt due to a similar attack. The Kuibyshev Refinery has a nominal capacity of 7 million metric tons of crude oil per year.

On the evening of September 21 and overnight into September 22, 2026, units of the Ukrainian Defense Forces struck two key facilities in Russia’s oil refining industry—the “Bashneft-UNPZ” in Bashkortostan and the Kuibyshev Oil Refinery in the Samara Region. Fires were reported at both facilities.

On the night of September 23, the Russian regions of Bashkortostan and the Samara Oblast came under attack by drones. Fires were reported in the area of the oil refinery in Ufa and on the grounds of the Kuibyshev Oil Refinery in Samara.
