Ukraine's largest toilet paper manufacturer has cut back production following attacks by Russia
In January–March 2026, the Kyiv Cardboard and Paper Mill reduced its commercial output by 5.1% to 1.894 billion hryvnias.
This was reported by Interfax-Ukraine.
In March, the company, which was attacked by Russia twice this spring, sharply reduced production: paper and cardboard output fell threefold compared to March 2025 and by 2.5 times compared to February 2026.
Production of corrugated cardboard packaging in March decreased by 34.8% year-over-year.
Overall, in the first quarter, the plant reduced:
production of base paper for sanitary and hygiene products by 36.8%,
cardboard by 25%, and
cardboard boxes by 11.7%
Toilet paper production also fell—by 4.5%, to 62.5 million rolls.
The plant suffered from attacks: on March 14, a missile strike damaged production and administrative buildings, and on April 3, the plant was attacked by drones.
Despite this, the plant remains the largest toilet paper manufacturer in Ukraine.
In the Desnianskyi district of Kyiv, law enforcement officers discovered the warhead of a Russian Iskander-K missile. A controlled destruction of the munition is planned at the site.
On the night of April 15, three people were injured in Dnipro and the surrounding region as a result of Russian drone strikes, and damage to civilian infrastructure was reported.
