The UN has recorded the highest number of civilian casualties in Ukraine since 2022
In July, the total number of civilian deaths and injuries in Ukraine reached its highest level since March 2022. The UN Human Rights Monitoring Mission in Ukraine verified at least 437 deaths and 2,610 injuries, according to Deutsche Welle.
The number of civilian casualties in July rose by 30% compared to June and by 70% compared to July 2025. At the same time, the death toll was the highest since May 2022. The UN noted that the actual number of casualties may be higher, as verification of some reports is still ongoing.
Since the start of the full-scale invasion by Russia—the aggressor state—on February 24, 2022, the UN has verified at least 16,874 civilian deaths and 51,273 civilian injuries in Ukraine. Long-range missiles and drones accounted for 38% of all civilian casualties in July. Another 27% were caused by short-range drones used near the front lines.

According to the UN, Russia fired at least 429 missiles in July—more than twice as many as in June. The deadliest attack took place on July 2: Russian forces launched 74 missiles and nearly 500 long-range drones, primarily targeting Kyiv. At least 30 civilians were killed and another 104 were wounded.
A Russian drone also struck a passenger train in the Odesa region. President Volodymyr Zelenskyy stated that the drone destroyed the locomotive, killing the engineer and his assistant. There were 340 people on board; according to the head of the state railway operator, no passengers were injured.
