Putin signed an emergency decree amid attacks on Russia's energy sector

Vladimir Putin signed a decree on additional security measures for Russia’s critical infrastructure facilities. 

The decree allows certain enterprises and facilities to be placed under temporary state control if their owners are allegedly unable to ensure an adequate level of protection.

This refers to facilities on which the functioning of entire industries and regions depends. The list may include logistics centers, enterprises in the fuel and energy sector, industrial and municipal facilities, as well as telecommunications companies.

The decision was made amid an intensification of strikes on Russian territory. Throughout August, there were reports of drone attacks on industrial enterprises, warehouses, logistics centers, and facilities in the fuel and energy sector.

As early as August 19, Putin instructed the Russian government to prepare a program for the restoration of damaged logistics and storage facilities with state participation.

As a reminder, on the night of August 16, the Ukrainian Armed Forces struck a number of key military facilities belonging to Russian forces in the temporarily occupied territories.

On the night of August 17, the Ukrainian military struck facilities associated with the storage, preparation, and launch of attack drones, as well as their control systems, in Crimea and the Kherson region.
