Putin signed a law restricting the rights of displaced persons

Russian President Vladimir Putin signed a law imposing strict restrictions on citizens abroad who have been convicted in absentia under political provisions of the Russian Criminal or Administrative Codes, specifically for “discrediting” the army, calling for sanctions, or participating in “undesirable organizations.”

According to the document, individuals on the Russian Ministry of Justice’s “blacklist” will lose access to online banking and government services, and their funds, property, and real estate transactions will be frozen. 

In addition, diplomatic missions will stop issuing new foreign passports to them and providing consular services, and a ban will be imposed on registering as a sole proprietor, receiving social benefits and loans, and performing any actions under a power of attorney.
