Russia is preparing scenarios for an offensive against Kyiv and Chernihiv, according to the National Security and Defense Council
The Russian military leadership has been tasked by the Kremlin with developing several possible scenarios for an operation in the direction of Kyiv and Chernihiv. At the same time, Ukraine has not yet detected the formation of a Russian offensive force in these directions.
According to Palisa, the Ukrainian side has received verified information from several intelligence sources indicating that the Russian military leadership has received a corresponding order from the Russian Federation’s political leadership.
“We have indeed received intelligence— verified by several sources, indicating that the military leadership of the Armed Forces of the Russian Federation has been tasked by the political leadership to plan several variants of such an operation in the direction of Kyiv and Chernihiv,” he stated.
At the same time, this refers specifically to the planning of a potential operation, not to the actual launch of an offensive.
Palis emphasized that the Russian side is currently considering various possible courses of action. The Ukrainian General Staff, for its part, has already developed possible scenarios for defense, countermeasures, and response.
However, Ukrainian intelligence has not yet detected the formation of an offensive force of Russian troops in the directions of Kyiv and Chernihiv.
“At this time, we do not see the formation of an offensive force in these directions,” noted the representative of the Office of the President.
According to Palisa, the Ukrainian side’s key task is to prevent the creation of conditions that would allow a Russian offensive to begin.
Thus, reports that Russia is preparing several possible military scenarios do not mean that an offensive against Kyiv or Chernihiv has already begun or is inevitable.
At the same time, Ukraine is taking the potential threat into account and is working out the necessary defense scenarios in advance to be prepared for any turn of events.
Pavlo Palisa, Deputy Head of the Office of the President, made this statement during a meeting with journalists.
Russia has not ruled out the theoretical possibility of an offensive from the Bryansk region toward the Chernihiv and Kyiv regions. At the same time, no Russian troops have been detected in the Bryansk region along this route at present, although the Ukrainian military has spotted Russian military equipment along the border.
Ukrainian defense forces have almost completely liberated the Dnipropetrovsk region from Russian troops. According to Volodymyr Zelenskyy, approximately 10 square kilometers remain under Russian control—three small villages where, as the president claims, there are effectively no Russian troops left.
