Oleg Shutov, who was implicated in the murder of General Shapoval, was blown up in Donetsk
On July 27, in occupied Donetsk, the Ukrainian Defense Forces killed Oleg Shutov, an employee of the so-called “DPR MGB Special Operations Center.” The SBU had previously identified him as the perpetrator of the murder of Major General Maksym Shapoval.
Sources within the security services reported this to the publication LB.ua.
The publication’s sources also provided photographs which, according to them, confirm the surveillance of Shutov and his elimination.
According to the sources, Shutov’s elimination was the result of a special operation carried out by Ukrainian intelligence agencies in the occupied territory.
The operation took place on the evening of July 27 near the “Dynamo” sports complex in the Leninsky district of Donetsk. According to LB.ua’s sources, Shutov arrived at the sports complex in a Subaru. A homemade explosive device had been planted in the car beforehand and was subsequently detonated. Local pro-occupation media outlets reported the incident as a “nighttime drone attack that injured the head of the wrestling federation.” However, according to LB.ua’s sources, Shutov was killed specifically as a result of the car explosion. The publication’s sources noted that information about Shutov’s elimination was not made public immediately after the operation for security reasons. According to them, the decision was made to postpone the announcement until the reconnaissance-combat group returned to Ukrainian territory.
Oleg Shutov was the president of the Judo and Sambo Association of the so-called “DPR,” as well as an operative at the Special Operations Center of the so-called “DPR Ministry of State Security,” which was under the control of Russian special services. In April 2024, the occupying authorities dissolved the so-called “DPR MGB,” and its functions were transferred to the local FSB office.
Vasyl Hrytsak, then-head of the SBU, first publicly stated on April 19, 2019, that Shutov was involved in the murder of Major General Maksym Shapoval.
“Oleg Mykolayovych Shutov, born March 9, 1966, a resident of Donetsk. It was this individual who, on June 26, 2017, planted an explosive device under the car of Ukrainian intelligence General Maksym Shapoval. Today, for the first time, we are releasing information about the perpetrator of this terrorist attack,” Hrytsak said at the time.
According to Hrytsak, Shutov rented an apartment in the building where Shapoval lived, as well as a parking space near where the general parked his car.
On June 27, 2017, Maksym Shapoval was killed in a car explosion in the Solomyanskyi district of Kyiv. According to Hrytsak, after carrying out the crime, Shutov packed his belongings from the rented apartment literally within an hour and left Kyiv. He first traveled to Russia, and from there to the Donbas.
Shutov was also linked to the car bombing of SBU Colonel Oleksandr Kharaberiush, which occurred on March 31, 2017, in Mariupol. According to the SBU, the organizers of both murders of Ukrainian officers were: Lieutenant General Dmitry Minaev, head of the FSB’s Department of Counterintelligence Operations, and his subordinate—Vasyl Yevdokimov, head of the Special Operations Center of the so-called “DPR MGB,” with the call sign “Lenin.”
In April 2019, the Security Service of Ukraine reported the detention of seven members of a sabotage and reconnaissance group from Russia. Two of those detained, according to the SBU, were career officers of the Russian special services.
SBU operatives also established a connection between the saboteurs and Oleg Shutov. According to the Ukrainian security service, the group was planning to assassinate a military intelligence officer. While planting explosives under this officer’s car, one of the saboteurs was killed in the explosion.
